Job Title

Clinical Nurse Manager – Medically Supervised Injecting Facility (MSIF)

Responsible For

Oversight of the day-to-day operation of the Medically Supervised Injecting Facility.

Reports to

Deputy Head of Clinical Services

Objective

To support the development of the MSIF service and effectively lead and support a multidisciplinary team in delivering safe, high-quality care for all service users.

Hours

37.5 hours per week, Monday – Sunday

Main Responsibilities

Operational Service Delivery

  • Responsible for the day-to-day running of the MSIF in line with service standards and organisational ethos
  • Act as part of the nursing team in a supervisory capacity and escalation point for staff while actively participating in service delivery
  • Provide line management, supervision, and support to staff, ensuring safe and appropriate practice within scope of role
  • Promote and embed a trauma-informed approach across all aspects of service delivery
  • Maintain a visible leadership presence within the service, providing direct client care and support when required
  • Oversee effective resource management, including planning, communication, and implementation of operational rotas

Clinical / Professional

  • Coordinate assessment, planning, implementation, and evaluation of care for service users in line with service standards
  • Deliver nursing care in accordance with professional clinical guidelines, HSE standards, organisational policies, procedures, and relevant legislation
  • Provide direct care and support to clients as required
  • Ensure all staff adhere to overdose management protocols
  • Maintain professional standards in relation to confidentiality, ethics, and legislative compliance

Health and Safety

  • Take a lead role in ensuring a safe environment for service users, staff, and visitors
  • Ensure compliance with all relevant policies and procedures including health and safety, infection control, and controlled drug management
  • Ensure timely completion of incident reports and health and safety documentation
  • Maintain health and safety standards in line with organisational requirements and attend relevant committee meetings

Leadership

  • Develop and implement strategies to support staff wellbeing, retention, and performance
  • Lead and motivate staff in a culture of dignity, respect, and inclusivity
  • Support and supervise staff using the agreed performance management framework in collaboration with People and Culture functions
  • Ensure staffing rotas meet operational needs and comply with employment legislation

Collaboration

  • Work collaboratively with colleagues, senior management, and external partners to deliver a high-quality service
  • Develop and maintain strong relationships with community-based agencies to support client access to services
  • Participate as part of the Riverbank leadership team, fostering a supportive and integrated working environment across all services in the building
  • Engage with peer representatives to ensure client voice, choice, and empowerment remain central to service delivery

Reporting and Oversight

  • Implement service policies and support regular review of procedures
  • Attend MSIF clinical oversight meetings and provide updates and service reports
  • Contribute to regular service activity reporting and respond to ad hoc information requests
  • Participate in service reviews and implement agreed improvements
  • Ensure appropriate financial controls are maintained and the service operates within budget
  • Maintain accurate and up-to-date client databases, IT systems, and records
  • Support ongoing implementation and development of the MSIF

Person Specification

The ideal candidate will have:

  • Registration with the Nursing and Midwifery Board of Ireland (or eligibility for registration)
  • Third-level nursing qualification
  • Minimum 3 years post-qualification experience, including 2 years in a low-threshold setting
  • At least 2 years’ experience in team leadership and management
  • Strong understanding of organisational effectiveness and service delivery
  • Knowledge of substance misuse, mental health, and trauma-informed care approaches
  • Strong leadership, communication, and decision-making skills
  • Ability to motivate teams and work on own initiative
